Phillips 66

Phillips 66 built the San Francisco Refinery along the Bay in 1896. Later the refinery was connected by pipeline to the Santa Maria Refinery and Rodeo Carbon Plant. SFR has remained a refiner of crude feedstocks since those early days. The complex currently produces CARB-grade gasoline and fuel-grade petroleum coke. The majority of the refined petroleum products are distributed to customers in California by pipeline and barge. Additionally, waterborne cargo exports refined petroleum products to customers primarily in Latin America.

The hydrotreater feedstock flexibility project reached full rates of 8,000 BPD (120 million gallons per year) of renewable diesel production in July 2021. We are advancing our conversion plans in Rodeo, California, to meet the growing demand for renewable fuels. Phillips 66 invested nearly $1B into the Rodeo Renewed project to build a new hydrotreater. The Rodeo Renewed refinery conversion project will be finished in early 2024, subject to permitting and approvals. Consequently, we ceased operations of our sister refinery in Santa Maria and carbon plant in nearby Rodeo in 2023.

Upon completion of the conversion, the newly named Rodeo Renewable Energy Complex will initially have over 50,000 BPD (800 million gallons per year) of renewable fuel production capacity. The conversion will reduce emissions from the facility and produce lower carbon-intensity transportation fuels. We plan to distribute our renewable diesel through new and existing channels, including approximately 600 branded retail sites in California.
