Please join the Water Task Force at the special meeting on January 28th. Our speakers will be: David Williams retiring Executive Director of the Bay Area Clean Water Agencies (BACWA) as well as Board member of Central San; and Dr. David Senn, Senior Scientist from the San Francisco Estuary Institute. These dynamic speakers will cover the on-going scientific investigations on the impacts of nutrient loadings on the Bay and the regulatory framework in place to help ensure that the Bay continues to be a vibrant resource that is essential to the quality of life in the region.

About our Speakers


David Senn is a Senior Scientist at SFEI, Co-Director of SFEI’s Clean Water program, and Lead Scientist for the Bay Area Nutrient Management Program. He received his PhD in civil and environmental engineering from MIT, with work focused on the interactions between nitrogen pollution and iron and arsenic cycling in contaminated urban lakes. Subsequently, as a researcher at the Harvard School of Public Health, he conducted contaminant fate, transport, and exposure studies, including investigating mercury cycling, bioaccumulation, and human exposure. Prior to joining SFEI, he was a senior scientist at the Swiss Federal Institute of Technology (ETH) studying the ecological impacts of large dams in the Zambezi River Basin in southern Africa.

David Williams is the Executive Director of the Bay Area Clean Water Association (BACWA), a regulatory advocacy association representing 40 public wastewater agencies in the nine county San Francisco Bay Area. 
Mr. Williams brings a broad background of experience to the position.  He was the Director of Wastewater for the East Bay Municipal Utility District for 20 years where he oversaw a staff of 300 and was responsible for all operations and maintenance, wastewater engineering, laboratory services, industrial recycling facilities, plus an innovative program known as the Resource Recovery Program which utilizes high strength organic wastes to generate renewable energy. 
Mr. Williams has over 40 years of experience which includes working more than 16 years as a consulting engineer and 28 years in the public sector.  He is active in local, regional, state, and national professional organizations and has served as President of both the National Association of Clean Water Agencies (NACWA) and the California Association of Sanitation Agencies (CASA), Board Member of the San Francisco Estuary Institute and is an elected Board Member of the Central Contra Costa Sanitary District in Contra Costa County, California, which is a wastewater utility serving 500,000 people in Contra Costa.  He earned his BS and MS in Civil Engineering at Purdue University and has an MBA from University of California, Berkeley.
